The Programme

Key advantages

  • Permanent residence status, subject to continued compliance with the programme conditions. Residence cards are normally valid for five years and renewable.
  • Visa-free travel within the Schengen Area (90 days in any 180-day period).
  • No minimum physical stay requirement in Malta.
  • Spouse, children, parents and grandparents may be included on one application, subject to eligibility.
  • A single flat government contribution, whether you buy or rent.
  • An English-speaking EU jurisdiction with excellent schools, healthcare and a Mediterranean way of life.

Eligibility

Who may apply

  • Main applicants aged 18 or over who are nationals of a country outside the EU, EEA and Switzerland.
  • Applicants who are not nationals of a jurisdiction currently restricted by the Residency Malta Agency.
  • Persons of good character with a clean criminal record who satisfy the Agency’s due diligence.
  • Applicants able to evidence the prescribed capital and a lawful source of funds and wealth.
  • Holders of a valid travel document and comprehensive health insurance covering Malta and the EU.

Applications may only be submitted through a Licensed Agent. Gauci Maistre & Gauci Maistre Advocates is a Residency Malta Agency Licensed Agent (RES-GAUC).

Temporary Residence

Apply for temporary residence
while your MPRP application is processed

Under Legal Notice 146 of 2025, applicants may apply for a one-year temporary residence permit upon submitting their MPRP application, subject to the Residency Malta Agency’s documentary and procedural requirements. Submission of an application does not, of itself, authorise residence in Malta.

Apply on submission

The permit may be applied for together with the MPRP application. If granted, the family may reside in Malta while the application is assessed.

Renewal at the Agency’s discretion

The permit is valid for one year. Any renewal while the application remains under review is at the Agency’s discretion.

No guarantee of approval

Permanent residence depends on successful assessment and fulfilment of all programme conditions. If the application is refused, the temporary permit is revoked.

Six-month deadline. All prescribed application information and documentation must be submitted within six months of the application date — not the date on which any temporary permit is issued. Time spent under a temporary permit does not count towards the five-year property and capital periods.

Investment Requirements

Property and capital

A qualifying residential property in Malta or Gozo must be purchased or leased, and the qualifying capital maintained, for five years from the date the residence certificate is issued.

Purchase
€375,000 minimum
Minimum purchase consideration
  • A valuation of €375,000 is not by itself sufficient; lower-price acquisitions qualify only in limited cases accepted by the Agency.
  • For property in Special Designated Areas, letting may be possible, subject to the Agency’s conditions and other legal requirements.
Lease
€14,000 per annum
Minimum annual rent, registered with the Housing Authority
  • No subletting during the first five years.
  • Rent paid before the residence certificate is issued does not count towards the five-year period.

Capital requirement

Total capital of €500,000 (of which €150,000 in financial assets) or €650,000 (of which €75,000 in financial assets), maintained for five years from certificate issue. Cryptocurrency does not qualify as a financial asset.

Your Family

Up to four generations, one application

  • Spouse and children under 18 — no additional fee.
  • Unmarried adult children who, at the time of application, are under 29 and principally dependent.
  • Adult children with a disability — a separate category with appropriate certification; no age limit and no dependant administration fee.
  • Parents and grandparents of the applicant or spouse who are financially dependent and not in full-time employment.

After Approval

Continuing conditions

  • Retain the qualifying property and capital for five years from certificate issue, with annual compliance declarations.
  • Notify the Agency of relevant changes in personal or family circumstances.
  • Maintain health insurance, and stable and regular resources without recourse to Malta’s social assistance system.
  • After five years, continue to hold a residential property in Malta. The Agency may monitor compliance whenever it considers appropriate.
